Curtailment Order

On July 10, 2025 the Department of Water Resources updated their shortfall forecast for Magic Valley water users. Abnormally dry conditions have resulted in an elevated shortfall prediction and a curtailment of groundwater rights junior to October 11, 1900.

The current curtailment order does not apply to irrigators operating under an approved mitigation plan. Bonneville-Jefferson Groundwater District is already part of such a plan, meaning patrons in good standing are granted safe harbor from curtailment. The Department has set a deadline of July 24, 2025 for water users to demonstrate compliance with their approved mitigation plan.

2024 Stipulated Mitigation Plan

The 2024 Stipulated Mitigation Plan was created to resolve long-standing water conflicts between Eastern Snake Plain Aquifer groundwater users and the Surface Water Coalition, whose senior water rights have been impacted by declining spring flows. Replacing earlier agreements that fell short, the new plan provides a fair, predictable framework for conserving water, stabilizing the aquifer, and keeping farmland in production. By participating in the negotiations, Bonneville-Jefferson Groundwater District helped secure safe harbor from curtailment for its members in good standing while meeting state requirements and protecting senior water rights.
